Big difference than a P&D with hundreds of millions of shares.

you are implying that you know what the compensation is and who paid it. please provide those details. do you know for a fact that compensation has not been made through shares? do you know for a fact that a third party, perhaps guardian, has not been compensated with shares to maximize "awareness"?
