I believe Cramer is correct on perhaps 99 out of 100 penney stocks. That being said, most of us believe that NEOM is not only the 1 out of 100 exception to that rule but 1 in a million that can go on to incredible glory. An example from the past that escaped penny stock hell and went on to glory would be Home Depot.
