Annual contracts are a retrograde step if Gov. McConnell's aim is to get more quality
people, who are capable of running a good classroom, into the system. That's not to say
that teachers are not predominately of high quality anyway, because no doubt they are.
Much better to negotiate better evaluation, help where required, and dismissal, if need be, procedures with unions.
