I don't recall anyone ever mentioning Chicoutimi as a WTE site. Could you provide a link to that post?

I think someone did mention Miramichi, which was the New Brunswick project. There were also two Ontario projects - one at Port Hope and the other at Chapleau. You should be able to find newspaper articles with quotes from local government officials on these projects.
