FWIW, just noticed the top 3 holders collectively have almost 25%

"almost 25%". huh. Not that it seems to matter on the surface but ironically under the BHCA, investments of up to 24.9% are allowed in any class of voting stock of a bank without finding the investor to be in “control” of the bank. I wonder if they're working in concert or are recognized as working in concert and that's the reason they hold what they do. Just curious. I know if you go over that % threshold you have to become a bank holding company. PE's don't like to do that.
