What if the government just spent no more for the next five years than they spent last year? Would that be so onerous for the government? It would greatly reduce the need for new revenue.


I get the desire for pay and headcount freezes in government employees, but items like medical services scale with the population, and the number of retirees receiving Medicare is expected to grow over the next few years. Keeping the spending flat means cutting the services per capita.
