I seriously doubt any rumor that Obama is increasing taxes above usual tax rates.

It's just a proposal. Heard it on the news today.

Remember, those earnings have already been taxed on the corporate level. Taxing them at all is double taxation. Any change in the current dividend tax rate would likely cause companies to cut their dividends and increase their share buybacks. I don't think it has a prayer of passing.
