One of the links was broken, but I'm not sure what conclusion you drew from them. The one graph (last link) shows that the government still funds about 25% of the research - are you suggesting this is a small amount?

You quote MIT's royalty revenue of $69m - there federal grant funding is likely ~10x higher than that if I had to estimate.

EDIT: case in point, federal grants represent $495m of the $659m research budget at MIT:

I'll leave your statement that clinical development has nothing to do with science for someone else to comment on...
