Yes it is 10K:1.
Haven't heard when it will be effective. Would think soon cause it was announced in the 8K around Jan 6 so it should be happening soon I would think.
Last time I spoke with TDAmeritrade they had only received notice of the R/S but no effective date as to when.

They are suppose to begin construction of the 1st PG&E unit around the end of March because of a delay, so I would think it should be done before then, giving the pps a $1 value that would be more attractive to investors then .0001 with the unit being built also should draw potential investors, seeing that the units are beginning to be built.

Some investors don't mess with penny stocks.
