I don't think that the the government could deny DGRI the report even on national security grounds. Almost all domestic silver production goes into minting silver dollars. Likewise, much of US gold production goes into minting gold bullion coins. So, the US government would buy the production from Basin Gulch.
The last place the US government hides things is in the National Archives. That's where the true history of the US events can be found. Getting something released from there is like trying to see the gold in Fort Knox.
