You need to look up the Freedom of Information Act and follow its requirements. The main thing is that you state in any request that release of the information is in the public interest and not just your own. Otherwise the government will bill you for the research time.
Since I have a lot to again and a personal agenda besides being very well known inside of government but not outside, my requests always get rejected.
