One criterion Japan must meet in order to become our accomplice in war is to gain a permanent seat in the UN Security Council. To this end, one of several, Bolton has been installed as the US’ ambassador to the UN.

Political analyst Harumi Arimasay said the new thrust has created a divide among political players - mostly between the proponents of a pro- China policy and supporters of the US goal of making Japan its key partner in its aspirations of being the world's policeman.

As part of new steps in this direction, Japan is working hard to gain a permanent seat in the UN Security Council, amend its constitution to allow military involvement overseas and conduct its own negotiations with Asian neighbors such as North Korea.

White House press secretary Scott McClellan said Monday: "We haven't made any decisions beyond supporting Japan for being a member of the Security Council at this point.

McClellan was responding to a question on where the US' new ambassador to the UN, John Bolton, stood in regard to the Security Council membership issue.
