Not sure I endorse Admiral McRaven's suggestion...ultimately it's the president, elected by the Am people, who is ultimately responsible when a mission goes well/fails. Nobody elected the leader of Special Ops. On the other hand, who knows better what Special Ops is/is not capable of achieving.
All things considered, I'd vote to leave the decision of Special Ops missions in the hands of the Pentagon, who reports to the president, who ultimately has to answer to the Am people.
