The incentive is loading up on cheap shares off the bid while buying pressure is manageable enough that he can use a portion of the shares gotten off the bid to keep the ask from rising and make some profits off it as a bonus

So say he gets 100k at .019 he then he puts 50k of that up low on the ask to keep the price down and demoralized shareholders into selling more to him at the bid. Rinse and repeat until ready to let it run
