The agreements can begin without a commercial supply......

Kim can give them 1000 breeding pairs.....

Optimally Kim could have given 100 different manuf. a starter supply of worms.

Otherwise I think it is pretty obvious that Kim is unable to manage too much ramp up as KBLB sits.
