INTEL have quite the superlatives ...
Not really sure what I have read would translate to that, but they have been very positive. Specifically at the last CC Paul O. did mention that the 65nm products are looking much better than the 90nm products did at this stage of the game.
Building on something said earlier as well... I am assuming that there is really no improvement in the base transistor performance, however the IEDM papers Intel has published have shown they can improve drive strength or reduce sub-threshold leakage when moving to 65nm.
Intel has also indicated that the SRAM on 65nm is significantly faster than it was on 90nm... 2X if I recall correctly. Intel has stated that they will be putting unused blocks of L2 cache to sleep. I believe this additional performance will be used to allow time for bringing the cache out of sleep. I also think enough time will be left over to pull the L2 latency of the 2M cache parts back in to what it was for the 1M devices.
While I don't expect too much from the parts released in Q1...

I think as the year progresses we will see some steady improvement in clock speed and/or power.
