help me understand this TW VOD thing...

if i live in Maine and have Time Warner...and i pay my $7.95 to get QTN on a 24/7 basis...what is the complementary video on demand (VOD) offering for those who sign up to receive the channel doing for me?? I'm lost on this concept.
