I don't know the process in Puerto Rico, but from my experience bidding on US Gov't contracts for the USACE and USDOE, once your bid is selected as the best bid.....you would really have to want to shoot yourself in the foot to reach an impasse during final contract negotiations.....after all.....the qualifications, level of effort, and pricing provided in the bid have already been determined to be the most suitable.

BUT, this is Puerto Rico and very political in nature....so I'm not really sure....but I'm keeping all my chips on the table at this point.
