ITSI.ob: Don't expect a PR until mid next week at earliest, the contract isn't finalized, but I think it's fairly certain at this point.....after watching all the banter about the bidders on the Puerto Rican news wires for the past couple of months (which I shared here yesterday).

Just remember, no one ever got ahead by following the crowd, but I think the crowd will be coming around after the official company PR....if and when everything get finalized.

I posted this on the ITSI board earlier today:

Unisyn is going to Puerto Rico next week to negotiate the final terms of the contract:

The president of the State Election Commission (EC), Hector Conty, Unisyn Voting Solutions selected as the company would carry out the electronic ballot election Nov. 6.

Unisyn auctioned for $ 26.5 million, the highest cost among the bidders, according to documents from the EEC.

Conty made the selection in the absence of consensus among election commissioners of the New Progressive Party and the Puerto Rican Popular Democratic Indepedentista.
In a ruling issued yesterday, said Conty, among the four bidders, Unisyn meets the requirements established by the Legislature and the EEC.

Dominion Voting Systems, Hart Intercivic and Smartmatic also competed for the contract.

"Since Unisyn is the only one meeting with the certification requirement and that has the financial capacity to carry out the project, we conclude that we select to begin the process of negotiating a contract which will then implement the system electronic screening, "said Conty.

The EEC and Unisyn begin to negotiate the contract for the acquisition of hardware, programming and providing support services required to establish the new system. The new machines will use the technology "optical scanning system", an optical reader of the ballot that the voter filled in by hand.

Howard VanPelt, Unisyn representative, said company executives come to the island next week to begin negotiating.

Unisyn selection comes amid questions about his PDP solvency.

Vanpelt said Unisyn is the only certified by the Election Assistance Commission United Kingdom (EAC, for its acronym in English), and its parent company, Berjaya will support the project financially.

Challenge

Meanwhile, Rodrigo Masses, a representative of Dominion, said he did not challenge the Court ruled the selection. He argued that the Technical Advisory Board of the EEC "changed the rules of the auction" because the RFP imposed a requirement that the machines were approved by certified laboratories, not that the company was certified by the EAC.

"This certification was a plus. We submitted more than four letters to the EEC saying that our team is in total compliance, "said Masses. Hector Collazo, Smartmatic attorney, agreed with Dominion that would challenge for the same reasons.

Meanwhile, PNP Electoral Commissioner, Ivan Caban, said he voted for Unisyn, and Roberto Aponte, PIP Electoral Commissioner, did not vote for any particular one because he understood that three qualified companies. The PPD, which has been against the way in which the EEC has made this process not present in writing their vote to the EEC.
