Re "designer" --- Juan Cole just recently wrote an article and attributed the sanctions to the designers. It was posted on this board either today or yesterday. Check thru posts, you'll find it. Here, I found it, read:

It is kind of amusing the article you just posted, Barak of Israel is equating the rockets fired by Sadam as similar to what would be expected with a war with Iran!!! He states it really didn't affect Israel. What a farce, the guy knows they will be a moon crater if they engage in a war with the Iranians that's why he's saying it's no time for war just yet. Iran has far more than rockets, and they won't hesitate to retaliate.

As far as the sanctions, more blah, just like the U.S. blah, all waivers will be implemented, meaning no effective sanctions. Tho good PR.
