As I've said, this was done for political posturing. It is an election year and gives Obama a look of "get tough w/Iran" image. However, those sanctions will not be implemented, that's why that waiver is in there. While everyone thinks we have strict sanctions against Iran, Obama will be quietly removing those sanctions out of public sight. And the charade goes on.
