This has nothing to do with microcap regulation based on what I can tell, just naked shorting. Nor, does it involve FINRA or the SEC regulation of microcaps. Is my reading of this incorrect? If so, you're going to have to connect the dots for me between accusations of naked short selling (and every single time the DTCC has been sued over this, the case has been tossed out) and regulation of unregistered securities.
