details that were not addressed in your original post.

A person can call the Hon. Bienvenido E. Rodriguez, office and request
information, that has to be answered to by him or his assistant, specially
when it matters to the public.

How do you think that Mr. Swank and or his partners were able to get to
talk to him?

Of course you have no idea about everything going on with the U.S. government
because you happen to work for it. Your conclusions are way off base, as this is
not what we are talking about.

Think about what you have just wrote, who would ask a cashier where the next
franchise is going to be built ? Having myself years ago dealt with that type of
question, I called the franchise department who was very happy to give me the answer.
