Proceed to what point? Certainly not to FINRA for distribution of any liquidating dividend.

Also, once the plan for a liquidation dividend is put in place, the State of Wyoming's Statutes appear to allow it to proceed, regardless.

Do I really have to tell you these are my opinions and that you should do your own DD? You're not gonna' listen anyway ...
