Since Wilson was not only a career foreign service officer who served in the Clinton White House but also served in the first Bush administration as an ambassador to Gabon and as a senior American diplomat in Baghdad under the current president's father, Wilson’s status demanded that Rove would be obliged to seek authorization from higher-up to discredit him. As Wilson’s position was under George Bush Sr. that higher-up would be in the Bush family, namely Bush Jr., Rove’s boss, and possibly Bush Sr.
