Looks like the trading program instituted on PEIX is one that is collecting shares for a client.

That's why the stock just doesn't run and the swings to the downside are large. This program won't allow the stock to move forward until they collect the necessary shares at the set price or until they are not getting anymore on the downswings.

PEIX is by no means free trading.
