It is not unusual for new species to be identified, as any reader of National Geographic will tell you. I have yet to see a claim that one of these new species is a product of recent evolution, and such a claim is absent in the blurb you posted. All of these species could just as well be "new" in the sense that they were undiscovered until recently, not inherently new in and of themselves.
