Look it; if you can't handle the risk of a penny stock startup then get out. All OTC and PS stocks are startups so they need to dilute, sell personal shares, or borrow to get up and running and fund operations. Even if TECO has income from Texas and/or Kansas then I doubt it is enough to fund the entire operations in Belize. That is why we buy at.035 PPS's and sell for .50 later on. In the meantime it takes some balls to stay with it. Suck it up and stop acting so surprised when there are delays, setbacks, or additional funding problems.
