1 month review is definitely long. I suspect they had found something in the review causing additional cycles of review. The only other scenario I can think of is they wanted to make sure the Qs were ready to go to so that they can minimize any downside effect the numbers in the fins might have. Outside of that nothing else makes sense.

Oh, I left out one other possibility: jv review in succession of management review may also be a possibility.
