You are making a black-white either or question and it's not that simple.

It was a political decision we made.

You could ask - A: What were the stated Political Objectives in Kosovo war?

B: Did the Serbs stop us from achieving those objectives?

Do you seriously think if the military objective was to destroy Kosovo and the Politicians agreed that Kosavo would not be destroyed?
