Any VOIP App running on any 4G-LTE device will work via LTE. That has nothing to do with Vox or even with Lightspeed.

AT&T is supposed to launch LTE for New York City "very soon".

Lightspeed cannot launch its own LTE network till its GPS interference problem is solved.

Sprint is expected to partner with Clearwire for its own LTE network.
