feed them: UNRWA un refugee service

arm them: saddam and saudi arabia and iran

politicize them: use the word "palestinian" from the roman use of the word for jews

propagandize them: use oprah

confine them: no migration, no citizenship. if they are in a camp outside of israel, prevent employment

populize them: encourage 5 to 8 children per women, make the population swell. many excess males, good for recruits. and no jobs

then you have a good army

all of these things have been accomplished by the arab world
