I have had some 25 buck nonDTC fees. Some 40 and some 80 and 125 all with TDA. TDA is usually pretty good with not overly inflating the fees like other brokers do. So theirs are on the low side. I will have to recheck but I have had 1-3 stocks with TDA with 25 buck fees. It may be something else though, will see.
