Well if some reasonable person on the thread could answer these two questions....
A: What were the stated Military Objectives in Kosovo?
B: Did the Serbs stop us from achieving those objectives?
......what you request would probably be an interesting pursuit. Several folks have stated we have never been defeated militarily yet none can say what the military goal was in Kosovo.
I already listed two items concerning who won militarily.
A: The U.S. signed the same exact agreement on Kosovo that Milosovich offered willingly before the bombing. The bombing failed to achieve any consessions from the Serbs. From that point of view teeny tiny Serbia won ( militarily ) hands down against the U.S. and N.A.T.O.
B: The Serbs most likely destroyed many times the dollar amount of military equipment than we destroyed of theirs. Not to mention that Moscow no doubt got a close up look at the downed Stealth bomber and our state of the art technology.
On the surface the idea that you can completely separate political defeat from military defeat is a bit absurd. If we lost Europe's support in Iraq because of Kosovo we are now getting more troops killed every day from the lack of man power to control the insurgency. Separate that.
