It doesn't mean that at all. You are licensed in the state you do business from which allows you to partake in interstate commerce. If there is a vast discrepancy that occurs with one, or two states based on different laws and/or regulations you can elect to not do business in that state. You see it all the time where a business will have a disclaimer that says something like, Not applicable in Iowa, Illinois, and Michigan.

But, we are putting the cart before the horse here. Since we don't know the specific details about what services they will be offering, we can't begin to discuss if there will be interstate issues or not.

"Sort of" is harmless "Sort of". Is a filler. But sometimes, "sort of" means everything. Like after "I love you" or "You're going to live" or "It's a boy".
