"Why there are still shares being sold short?"

There aren't. There are numerous posts that will show why the Reg Sho numbers have nothing to do with short sales, but are an artifact of trading, particularly on thinly traded OTC stocks like GRNO.
Many have tried, Monk successfully in GRNO, to paint these stocks as naked shorted well beyond their market caps and that the "day of reckoning" would bring a huge windfall.
That's been discredited by everything from the stock price of these "float lock downs" to the SEC warnings about exactly that activity to the price of most of the "naked shorted" stocks themselves.

You need only look at the semi-monthly reported short figures to see that rarely are there many short shares in an OTC stock and when there are, it's almost always someone with a death spiral or other backward looking discounted convertible instrument which guarantees they will make money on the short sale. Otherwise, shorting would be not only expensive to make the trade, but likely a losing investment.

Those who cannot learn from history are doomed to repeat it.
