As a follow up on the practice of stickies on stock specific boards. . . . It has always come across to me as an oversight, and a frequent abuse, of the spam rule.

Users can not post over and over on the same topic yet one IHUB members post is allowed to be put forth at the top of the board in a semi permanent fashion.

A bit of a contradiction.

Possibly a better answer IMO is to allow up to four posts as 'stickies' in a newly created space in the IBOX.

Thereby allowing users to collapse the content as they have a choice with already, and removing the semi permanent status awarded at the top of the board.

Leaving the board alone to the free exchange, and flow of posts, both pro and con.
