My guess it won't be that much of a problem as long as this part is strictly adhered to by Admin when considering any members request to be added to the queue . . . . .
Admins will either approve or deny requests based on the User’s history of following the rules of the site as well as actively and fairly enforcing these rules on boards they have moderated.
This is a fairly high standard if actually applied by Admin and would eliminate quite a few IHUB members from ever being put in a position of moderating a board.
If just these three standards were used. . .

It would show the members intent on being able to cooperate within the community let alone as a moderater.
And if you then add in amounts of posts deleted it gets even more narrow.
