That's probably why many shareholders did not receive ballots for the shareholder vote a few years back. Many shareholders had to ask for a ballot, as they were not sent to them. Even some who asked, I believe, never did receive a ballot.
The brokers couldn't have more shares voted than the number of shares that existed in the certs in their possession, as that would make them look very bad.
The brokers need to find just under a billion shares.
