We can argue all day about who wins and who loses. Sure if you are a low income filer which means you're probably paying little or no income tax anyway, real taxation of any form has a greater impact on your life. But if you're earning $150,000 or more and have no debt, don't itemize, with two kids in college you're probably paying 25% or more of your gross income in Federal Income Tax. If your children are costing you $30,000 a year per child for college you can't deduct the expense but you sure have to fork over the $60,000.
So sure, who wants to earn $35,000 when you could earn $150,000. But the $150,000 earner pays the greater share of all taxes. So throw them a tax decrease, they still pay the greater share, and always will.
