Both of them strictly symbolic appointments. Has there ever been a secretary of state more at odds with his own administration and more regularly run over by his own administration than Colin Powell? What a humiliating and sad end to his career. If Bush really cared about minorities, he would have saved them the embarrassment of seeing Powell used and abused like a loyal slave for 4 long years. Condi Rice - promoted mostly for her skills at lying convincingly and loyally - will get the same treatment but hasn't reached the stature yet where she cares or even notices.

The minority voting block isn't buying into this charade either by the way. Where the 11% comes from I'll never know. Probably the armed forces where many feel a deep duty to support the CIC regardless of merit.
