We could lower the tax on essential food items and medications, like some states (Arkansas for example) does now. Other food items, essentialy those purchased in a 'prepared, ready to eat' state, are taxed at higher rates too. And frankly, a lot of teh folks I know on welfare now, are stil working 'under the table' ... and still drawing their 'assistance'.
