There is nothing ethical in using citizens of a developing country who happen to be suffering from a life-threatening illness in a an unregistered, unapproved study of a product which it is clear to anyone with any scientific knowledge whatsoever could never work.
Far from being ethical, it's illegal.
The reason that companies like AQLV need to file an IND, seek Ethics Committee approval and register on www.clinicaltrials.gov prior to admisitering any substance that purports to treat a disease (including something as serious as HIV/AIDS) is precisely so that it has third party scrutiny before patients are exposed to unnecesary risk or harm.
One of the first questions that any agency would ask is how is the treatment prepared- what does it contain, where and by who is it maufactured, what quality procedures are in place, how repproducible is the process - and what evidence do you have that it works, based on pharmacologic or scientific principles(anecdotal reports where n=1 are literally worthless in this context)?
For NaturX there is none of this information available - even if one were to believe that water had a memory -and most reputable scientists don't, because hydrogen bonds are so transient as to be evanescent - there is no description of how water could be programmed to counter HIV/AIDS specifically.
It's also unethical to make these kind of claims without any third party evidence or documentation whatsoever:
