You must file the claim in Federal court. The judge makes the award ,usually about 10 square miles of ocean [That is a very large area]. If you want a larger area than that you must present actual treasure, scans and really good reason to get any more. And it does not have to be treasure,artifacts also qualify. I.E. you can get a claim without any treasure. Hope that answers your question.
