Again i believe the move Penson is making is from the hands of the dept of justice's involvement in the penny game,as i saw someone post the other day it is just Penson being lazy and applying it to all users instead of the purpose of the rule being applied to anyone depositing certificates with them....
for instance Wilson Davis has had that rule in effect for certificate depositors for several years now...
