These morons who do not know anything about trading are in charge of coming up of these ridiculous regulations. They are definitely trying to kill the penny stock market and they are doing it by hurting the innocent retail people instead of the real crooks (the banks, HFT black boxes, mm''s).

This stupid rule : so what about IPO's?! Since it's 0 vol average, you're not allowed to even buy 1 share?
