"global lock" infers that they cannot provide certs as the security is "non-transferable" while under a global lock. If you can get certs more power to you, but I guarantee you won't. the global lock provides all brokers with the excuse that they cannot provide certs. it also ensures that the stock will not trade outside of any ex-clearing. BOD of DTCC is made up of execs from major brokerage houses. collusion?
