Just got off the phone w/ET they are sending me a letter stating this reason for not getting a cert:

There is a chill on BCIT,that means we cannot get your cert in street name due to the fact that the T/A can not release them because of the chill.

Fun!!!

Hope the letter makes more sense then the guy on the phone.
