As a humantarian organisation, maybe they were focussed raising funds to helping landmine victims rather than developing the technology in those years. It is only since last year that they created the commercial company to enhance and deploy the technology. So ten years to monetize a non-for-profit is a wrong view point to take. If you look at it this way then it all makes more sense.
