Trials of the tech was succesfully completed in Oct 2010. There must have been huge investment from somewhere to minutuarise and improve the original technology substanstantially to an operational level. The tech was given to the Foundation (not Mineseeker Ops) by the British military who had already invested 300m pounds.
Considering Gruman and them are investing over $50m in similiar tech speaks volumes for what MS has achieved in a private capacity.
